Plan-Managed vs Self-Managed NDIS supports: what participants should know
How your plan is managed determines who pays your invoices, how much paperwork you do, and — the part most people are never told clearly — which providers you are allowed to choose.
The three options
Agency-Managed
The NDIA pays your providers directly. The trade-off is choice: with Agency-Managed funding you can generally only use NDIS registered providers.
Plan-Managed
A plan manager pays your invoices for you and keeps the records. You get the administrative simplicity of Agency-Managed funding, but you can choose registered or unregistered providers. Plan management is funded separately in your plan, so it does not come out of your support budget.
Self-Managed
You receive the funding and pay providers yourself. The most flexibility and the most paperwork. You can also choose registered or unregistered providers.
The part that matters most
If you are Plan-Managed or Self-Managed, you can choose any provider you like. You do not need permission, you do not need a reason, and you are not restricted to a list.
A lot of participants do not know this, and quietly stay with a provider that is not working because they assume they are stuck.
Registered does not mean better
Registration is a regulatory process with an audit attached. It is a genuine marker that a provider has been through a formal check, and for some supports it is required. But it is not a quality rating, and it says nothing about whether a particular worker will suit you.
The things worth checking are the same either way: worker screening, police checks, insurance, how incidents are handled, and whether the provider can explain plainly what the first month will look like.
Can you change how your plan is managed?
Usually yes, at a plan review, and sometimes sooner if your circumstances change. Speak to your Support Coordinator, your Local Area Coordinator or the NDIA. Moving from Agency-Managed to Plan-Managed is a common change and it opens up far more choice.
A few practical things
- Unspent funding does not roll over. If your plan is ending and core supports are sitting unused, that funding is generally lost.
- Your plan manager cannot recommend one provider. They can give you a list; the choice stays yours.
- Invoices should be readable. Support item number, date, start and finish time, hours, rate and worker name. If you cannot understand an invoice, ask.
